Background and Education: Mr. Frederick Sam Loughman hails from the picturesque island of Tanna. He began his legal education journey at the University of the South Pacific, Emalus Law Faculty, where he pursued a Bachelor of Laws (LLB), graduating in 2002. To further his legal expertise, Mr. Loughman obtained a Professional Diploma in Legal Practice from the Institute of Justice and Applied Legal Studies (IJALS) in Fiji in 2003.

Professional Experience: Mr. Loughman commenced his legal career with the Office of the Attorney General in Vanuatu in 2004, joining the Litigation Unit. In 2009, he transitioned to the Vanuatu Financial Services Commission, where he served as the Acting Manager of Compliance until 2018. His role there involved key compliance oversight and regulatory functions for the office of the Registrar of Companies.

In pursuit of further academic excellence and to broaden his expertise, Mr. Loughman pursued a Master’s degree in Criminology, Justice, and Regulation at the Australian National University, completing it in 2020.

After completing his master’s studies, Mr. Loughman returned to the workforce with the Public Service Commission in March 2023. In September 2024, he embarked on a new role as an Associate with Pacific Law Limited.

Legal Practice: Throughout his career, Mr. Loughman has been a dedicated legal professional with over 20 years of experience in litigation. He is admitted as a barrister and solicitor with the Supreme Court of Vanuatu, bringing substantial legal acumen and a wealth of practical litigation experience to his current firm, Pacific Law Limited.
